The Little Hoover Commission

The Little Hoover Commission is a bipartisan organization that often writes reports on various agencies of the State of California. Every few years, they issue a report on the California Department of Corrections. In January of 1998, the Little Hoover Commission issued a report on the state of California's prisons and gave many statistics and findings. Amongst its findings were (1) the problems with California's focus on putting nonviolent and non-serious offenders in expensive state prisons and (2) the state's high recidivism rate because of the lack of rehabilitation and treatment programs.
